We attach the highest importance to effecting

a compromise but in view of our treaty obligations

We could not remain impervious to an unwarranted

act of aggression on the territory of our Ally by

an irresponsible military official.

Admiralty concur and they will inform

Admiral accordingly.

Canton Government should be urged to con-

sent at least to continuance of work necessary to

keep harbour open, as they suggest in their counter

proposal No.1. This, as far as it goes, appears to

offer a not unreasonable basis of compromise.

Repeat to Peking.
